Most states agreed to suspend the normal rules on multistate employment to accommodate Covid-19 arrangements. The minute you decide to make work from home permanent invalidates the suspension.

Federal Rules are one thing. They set a minimum standard for states to follow regarding SIT withholding and Local Taxes. However, most states have developed their own rules and regulations. These can be confusing and often contradicting.
