Description

This webinar gives a clear breakdown of what NSPIRE means for Affordable Housing providers. From changes in Property Inspections to the updated scoring system, participants will learn what has changed, what’s ahead, and how to avoid costly noncompliance. The session also covers non-scored items (until 10/1/25), new health and safety categories, and strategies for inspection readiness. Attendees will walk away with practical tools to interpret HUD Guidelines, understand enforcement triggers, and manage inspections effectively under HUD’s evolving system.

HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) represent a major shift in how inspected housing is evaluated. Replacing the old UPCS/HQS models, NSPIRE sets new expectations for property owners, managers, and inspectors—focusing on health, safety, and functional deficiencies. With the final rule published in May 2023 and phased implementation already underway, multifamily and public Housing Program stakeholders must prepare for new scoring, timelines, and enforcement requirements that directly impact Property Standards.

Areas Covered in the Session:-

  • Identify the changes from UPCS/HQS to NSPIRE protocols
  • Understand what items are inspectable vs. non-inspectable under NSPIRE
  • Analyze HUD’s Administrative and Scoring Notices
  • Classify health and safety deficiencies (life-threatening, severe, moderate, low)
  • Apply strategies for correcting deficiencies within HUD timelines
  • Implement self-inspection requirements and annual reporting standards
  • Navigate the NSPIRE Owner/Agent Portal for reports and corrective actions
  • Prepare for HUD inspector unit/building sampling methods.

Why Should You Attend?

  • HUD inspections affect compliance, funding, and reputation.
  • NSPIRE introduces new deficiency categories, stricter timelines, and updated sampling methods—you cannot afford to be unprepared.
  • Learn strategies to prevent findings, reduce risks, and protect subsidy payments.
  • Gain insider clarity on HUD’s administrative notices and scoring guidance.
  • This is not only about passing an inspection—it’s about safeguarding your compliance standing.
